Saudi Building Code Center (SBCC) is an independent government center with legal personality and administrative and financial independence. Its Board of Directors is chaired by Ministry of Municipalities and Housing the Minister of Municipalities and Housing.

The center is the legislative authority in the Kingdom of Saudi Arabia for the minimum accepted building codes and criteria. It cooperates with relevant bodies responsible for implementation to develop methodologies for applying the requirements of the Building Code.

The center's membership includes representatives from ten government authorities, in addition to two members from the private sector with expertise and specialization.

The origins of the Center date back to 1421H (2000), when the Council of Ministers issued Resolution No. (7b/3230) dated 09/03/1421H to form the National Committee for Saudi Building Code, which worked on developing the Code, enriching its content, and facilitating its implementation in construction projects.

In 1446H (2025), the Council of Ministers issued Resolution No. (656) dated 04/09/1446H, converting the National Committee for Saudi Building Code into an independent center named Saudi Building Code Center, to continue its role in regulating and developing the Code, enhancing the quality of the engineering and construction sector, improving the competencies of engineers in the Kingdom, and evaluating innovative building requirements to contribute to achieving a safe and sustainable urban environment.

Formation of the National Committee for Saudi Building Code pursuant to Council of Ministers' Resolution No. (7b/3230).

1422 H - 2001

Adoption of the general plan of the National Committee for Saudi Building Code.

1425 H - 2004

Approval of the general framework for Saudi Building Code.

1428 H - 2007

Launch of the Building Code as a guiding reference.

1439 H - 2018

Approval of Saudi Building Code enforcement system and launch of the Code as mandatory.

1445 H - 2024

Launch of the updated edition of Saudi Building Code (2024).

1446 H - 2025

Conversion of the National Committee for Saudi Building Code into an independent center under the name Saudi Building Code Center, pursuant to Council of Ministers' Resolution No. (656) dated 04/09/1446H.

Objectives of the Center

 

Achieve a safe and sustainable urban environment

through the development and continuous updating of the Building Code system in line with international best practices, and by reviewing, updating, and enhancing technical, scientific, and administrative regulations to ensure their compliance with engineering principles and to achieve the highest levels of safety and quality.

 

Enhance the quality and competitiveness of the construction and building sector by developing advanced engineering

criteria and supportive regulatory frameworks that facilitate compliance with the Building Code requirements and encourage innovation among investors and developers, thereby contributing to spending efficiency, cost reduction, and the execution of safe, high-quality, and sustainable urban projects.

 

Strengthen compliance with the Building Code by addressing challenges

faced by the public and private sectors, and by developing effective regulatory frameworks to monitor adherence to the Code and ensure compliance with its requirements.

 

Empower and enhance the competencies of national professionals in the field of the Building Code

by providing technical and engineering consultancy, and preparing and developing specialized training programs and qualification curricula that ensure effective implementation of the Code.

 

Raise awareness and promote a culture of compliance with the Building Code

through awareness programs, conferences, workshops, and specialized events that contribute to increasing knowledge and adherence to the Code among society and workers in the construction and building sector.

The Center's Responsibilities

Proposing laws and regulations related to the Building Code, and recommending amendments to existing ones in coordination with relevant bodies.

Establishing policies, plans, programs, and initiatives related to the Building Code.

Developing technical and organizational criteria, procedures, and templates related to Code implementation.

Preparing technical requirements and regulations for licensing activities related to the Code.

Disseminating the Code and raising public awareness of its requirements and compliance mechanisms.

Updating and developing Saudi Building Code in accordance with international and local criteria.

Studying feedback from relevant bodies and recommending appropriate amendments to the Code.

Preparing technical and scientific manuals and explanatory guides related to the Code.

Designing training and qualification programs in cooperation with relevant bodies.

Establishing requirements and mechanisms for building inspection and testing during or after construction to ensure compliance with the Code.

Studying the challenges and obstacles facing Code implementation and providing related recommendations.

Providing Code-related services, evaluating building systems, and issuing technical publications.
